BJP Govt pursuing old policies on return of displaced Hindus: Panun Kashmir

2/27/2020

Jammu, Feb 27, 2020: Panun Kashmir, the premier organization of displaced Kashmiri Hindus has accused BJP led Central Govt. of pursuing the same Nehruvian policies pursued by earlier Govts on return and rehabilitation of of Kashmiri Hindus.

With deep anguish and Concern we want to state that the governments in the Center and the Union Territory of Jammu and Kashmir continue to be pursuing the same policy with regard to internally displaced Hindus of Kashmir as was pursued by Congress, PDP and National Conference. Inspite of the fact that Union Government clearly stated that JKLF was responsible for the genocide of Kashmiri Pandits thereby explicitly accepting that Hindus of Kashmir were subjected to the most gruesome crime against Humanity yet the policy of denial of genocide of Hindus of Kashmir continues unabated.

We would like to make it clear that Panun Kashmir doesn't not consider the reorganisation of erstwhile state of Jammu and Kashmir into two UTs as a final act. Neutralisation of 370 has made future reorganisation now legally very easy and creation of a Union Territory east and north of river Jhelum in Kashmir for the permanent rehabilitation of displaced Hindus of Kashmir a distinct possibility.

The most glaring example are the statements of some individuals representing organisations related or close to BJP-RSS family who met Union Home Minister recently. These statements underlined that the Home Minister is visualising the return and rehabilitation of internally displaced Hindus in colonies spread over entire Kashmir. If this is true then it is clear that Government of India does not recognise the necessity to address the issue of return and rehabilitation in the perspective of reversal of genocide but is merely interested in a tokenist cosmetic return. Such a policy has not only abjectly failed so far but has also subjected the victims of genocide to both mental and physical agony.

We however are hopeful that Government of India after having taken epochal steps of neutralising 370, abrogating 35A and reorganising the state of Jammu and Kashmir into two Union Territories will now formally recognise the genocide perpetrated on Hindus of Kashmir and enact a law for prevention and punishment of this crime as well as reversal of this genocide on the principle of non-refoulement.

We have already sent the Draft Bill named as Panun Kashmir’s- Genocide and Atrocities Prevention Bill - 2020 to Prime Minister of India and all the concerned ministries of Government of India. We appeal to Prime Minister of India to accept this draft Bill and introduce it into the parliament of India so that it can be passed as an Act.
